I've been robbing constantly. All the inactives have is wood (except a very few when I'm first to hit them). I have exchanged wood for grain. Seems I need grain constantly now too

Never any on the market and inactive tend to have very small amounts.

Do I exchange wood for stone? Or just mass upgrade my quarries constantly?
