I don't think that's what he meant. He probably moved a level 4 city to a place where a level 5 city can be built, and then tried to upgrade the main building to level 5. But it can't be done. Well, it's good to know. (If I understood correctly.)

There is no level 15. Nothing can go higher than level 7. Or level 8 if you think perfect buildings as level 8.
30 hours is not that long. There are even longer upgrades. A week for instance.
Anyway, if you don't like the game, just leave it. No one forces you to play.

Carrier is a general term. Carriers are different for each race and each level. You are a dark elf, so your carriers are called "Despicable Roph" on lvl1, "Slave Roph" on lvl2 and "Pack Roph" on lvl3. The building that trains them is "Blacksmith" (the first one on the "Military" tab).

The locked effects belong to the set, not the artefact. Each artefact is part of a set. The set effects work only if you have the complete set on your hero, so you will need 9 different pieces of artefacts.

Build more cottages or start Slaves Capture missions against enemy cities (if you have an army strong enough). You can also send slaves from your other cities if you have more there. And there are some quests that give you slaves as a reward.
